This Request for Proposal (RfP) was seeking a ‘sustain’ response within the East Manchester Region. Flexible service providers were asked to provide up to a maximum of 3.9MW in 2020, increasing to 6.5MW by 2023. The start date for delivery of the flexible service was November 2020, and therefore new Distributed Energy Resources (DER) must be connected to the designated network by Summer 2020. As this is a sustain requirement, DER availability would be required annually from November to March, from the hours of 06:00 to 22:00 with an expected utilisation of 450 hours per annum. The minimum capacity criteria for directly contracted resources was 100kW, whereas this was 250kW for aggregated portfolios.
The deadline for submissions to this RfP was 25 March 2019.
Unfortunately, there were insufficient responses. This means that the amount of flexibility proposed by participants did not meet the minimum amount of capacity required either individually or combined and consequently we are unable to commence award of a flexible service contract to any participants. The forecasted demand within South Manchester is set to exceed firm capacity prior to the end of RIIO-ED1 (the current regulatory price control period) and therefore we must progress with the reinforcement of these sites.
