Spring 2025 flexibility services requirement

Overview of requirements

Our spring tender asks flexibility providers for 897 MW of flexibility in 100 locations across Cumbria, Lancashire and Greater Manchester between 2025-28, with over £12m revenue available for the provision of these services.

This procurement round is taking place on ElectronConnect to improve visibility of our requirements and enable flexibility service providers (FSPs) to maximise routes to participation. FSPs can visit ElectronConnect at any time to complete company qualification, register assets, confirm participation in competitions and place bids.

ElectronConnect is our core market platform offering an end-to-end solution for providers to participate, from registration and qualification all the way through to dispatch and settlement.

Low voltage (LV) requirements

In addition to our HV and EHV requirements, we are proud to be expanding opportunities for FSPs with more low voltage (LV) flexibility requirements. For this tender round, we are procuring 134 LV requirements across 67 different locations in the North West, helping to facilitate the growth of residential flexibility and energy efficiency markets, and fulfilling our obligations as a neutral market facilitator. These requirements can be offered and delivered via two different types of flexibility products (services): Peak Reduction and Scheduled Utilisation. How to take part

  1. Create an account on ElectronConnect.
  2. Submit your commercial qualification application by Wednesday 28 May 2025. View our Commerical Qualification document for guidance on criteria and example answers.
  3. Sign our standard framework agreement, utilised by all UK DNOs.
  4. Register your assets.
  5. Complete technical qualification by Thursday 5 June 2025 by confirming the assets you wish to put forward in the competition.
  6. We will then assess the capability of your asset(s) to meet the requirements of this tender, and if successful, you will be able to submit a bid for the provision of flexibility services during the bidding window in July on your chosen platform.

Products

Through the ENA Open Networks Project, in 2023 flexibility product definitions were streamlined and standardised across the DNOs to enable flexibility providers and other stakeholder groups to more easily identify the services they’re best placed to offer. We are procuring four out of the five common products in our Spring 2025 tender; you can choose the type of service that suits you:

  • Peak Reduction
  • Operational Utilisation
  • Operational Utilisation and Variable Availability
  • Scheduled Utilisation
Energy efficiency measures such as LED lighting, improved insulation and solar panels, can provide flexible services through the Peak Demand product by installing schemes that reduce long term energy demand.
